NATIONAL ANTHRAX VACCINE NETWORK TO PRESENT FIRST “YOSSARIAN
AWARD” AT
LANSING, MI: The national Anthrax Vaccine Network (AVN),
comprised of active-duty troops, veterans, and their family members who have
been adversely affected by the military’s mandatory Anthrax Vaccine
Immunization Program (A.V.I.P.) will present the first annual “Yossarian Award”
at a major anti-anthrax rally and press conference from noon to 3 p.m.
Saturday, Sept. 15, on the Capitol Steps in Lansing, Michigan. Sponsored by the
Anthrax Vaccine Network and N.O. A.B.U.S.E. (the National Organization of Americans
Battling Unnecessary Servicemember Endangerment), the rally, “Rolling
Resistance 2001,” will include experts on the anthrax vaccine as well as troops
and veterans who have become ill from taking the vaccine or who have been
punished for refusing to take the vaccine.
Named after the lead character in Joseph Heller’s
Catch-22, the Yossarian Award will be presented to the person or group of
people who have most effectively kept troops mired between risking their health
or being convicted of a federal felony.
Nominations to date include:

Lt. Col. Mark Allred, the military judge who presided
at Captain John Buck’s court-martial after Dr. Buck, an emergency room
physician at Keesler AFB, MS, refused the vaccine—for refusing to allow any
evidence to be presented that would have proven the orders to take the vaccine
were illegal, thereby declaring the orders legal by default;
·
the FDA, for leaving in its wake a litany of recalled
and problematic vaccines, conflict of interest accusations by the Government
Reform Committee and other experts, approval of experimentation in the Gulf
War, and consistent stonewalling over anthrax vaccine problems;
·
the Navy-Marine Court of Criminal Appeals, which stated
that 1) Congress needs a Presidential Executive Order to put into effect
legislation that has already been properly passed and signed into law; 2) a
federal statute and Executive Order specifically stating that servicemembers
may not be given an investigational vaccine without their consent do not really
provide rights to a servicemember to refuse a shot; 3), the aforementioned
federal statute and Executive Order have no real effect on military members,
despite the fact that the Dept. of Defense has adopted a detailed policy
stating that servicemembers are not to be given investigational or experimental
vaccines without informed consent, and 4), that the anthrax vaccine is not an investigational
drug because the Chief of Naval Operations has issued an order saying that the
vaccine is safe.
Other nominees include Major General Paul A. Weaver, Jr.,
director of the Air National Guard; former President William Jefferson Clinton;
and Marine Maj. Gen. Randy L. West, special adviser to the secretary of defense
for anthrax and bio-defense affairs. The deadline for nominations is August 31,
2001.
