Bloomberg administration will spray insecticide to kill adult mosquitoes this
year only if health officials find birds that have died from the West Nile virus
or if the virus is detected in a set number of mosquitoes.
The virus killed seven people in the New York metropolitan region in 1999,
the first year the virus was found in the Western Hemisphere. Since then, the
city has aggressively tried to prevent the spread of the disease by widespread
spraying to kill the adult mosquitoes.

The city's program now focuses more on preventing mosquitoes from flourishing
with the use of larvicide, which can be applied to specific sites where the
mosquito larvae hatch. The city plans to use mosquito-eating fish in public
bodies of water and is encouraging residents to remove empty tires and other
objects that collect water.
"New York City is now having more disease prevention with less pesticide
use," said the city's health commissioner, Dr. Thomas R. Frieden. "We only apply
pesticides as necessary and only to protect human health and only with full
respect to the environment."
The city has begun applying larvicide in parks, ponds, lakes, unused swimming
pools and wastewater treatment plants. Starting early next month, it will be
applied to more than 135,000 catch basins citywide.
The health department also plans to be more aggressive in issuing tickets to
owners of property with significant areas of standing water. Fines range from
$200 to $2,000.
