Scientists involved in
the African AIDS Vaccine Program state that many obstacles have to be overcome
for effective vaccine research on the continent. One of the biggest problems is
that many African countries do not have a drug regulation system or have a
system that is slow and unpredictable. Other pitfalls include gaining patient
consent for vaccine trials, preventing female volunteers from getting pregnant,
and dealing with unpredictable power and water supplies. Uganda Virus Research
Institute Dr. Pontiano Kaleebu points out that only two Phase I trials of AIDS
vaccines have been conducted in Africa.
