"US to Gauge Aid Effectiveness by School, Health"

In an effort to assess the effectiveness of international aid, the United States will look to school completion, measles immunization rates, and business start-up expenses, according to U.S. Treasury official John Taylor. Speaking before a House Financial Services subcommittee, Taylor--the Treasury Department's under secretary for international affairs--detailed changes in the International Development Association's (IDA's) approach to international aid. The IDA, a branch of the World Bank, provides low-cost loans to developing nations. To qualify for increased assistance, nations receiving funds through the IDA will need to demonstrate progress on specific measures, including primary school completion rates, an increase in measles immunization, and a decrease in the number of days and costs to launch businesses.
