The Expanding Smallpox Plan

LEAD PARAGRAPH - The federal government will be taking an important step forward if it vaccinates half a million or more health care workers and emergency personnel with smallpox vaccine to protect them against a possible terrorist attack. That number of vaccinations, now being discussed by federal health officials, would be a giant leap beyond the 10,000 to 20,000 recently envisioned by the government's top vaccine advisory committee.

But it would still fall short of what is needed. The government should make the vaccine available to every American who wants it. That would let everyone make a personal judgment on the risks and benefits of taking the vaccine, and would help forestall a mad scramble for protection should an attack actually occur.
