We have to hurry on this one.  Senator Charles Scott got SF-67 introduced at the last moment for that exact reason.  He knew if he did it this way, people would not have time enough to mount any opposition.  If we don’t show him he’s wrong and get the word out ASAP, the anti-terrorism bill will pass first in the state senate, then the house.

The basic reason the bill is a bad one is that it is unconstitutional.  The First Amendment to the U.S. Constitution says, “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof...”.

Vaccination and some medical treatments are so against the religious beliefs of some people, that it is a terrible thing to have a law that requires such treatment.  No one should be forced to submit to it, which is why the first amendment guaranteed American citizens the right to “exercise” their religion in the way they felt was the way God would have them do.

The Bible even tells that you must not do something that causes another person to sin.  (See Matthew 18: 6 and 7-- “...woe to that man by whom the offense comes!” and 1 Corinthians 8: 7--“However, there is not in everyone that knowledge, ... and their conscience, being weak, is defiled.”)  If a person is forced to do something he thinks is sin, to him it is sin, even if many other people don’t think it is.

Another reason SF-67 is unconstitutional is that the Fourteenth Amendment says, “...No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law, nor deny any person within its jurisdiction the equal protection of the laws.”

Wyoming would be abridging the privileges and immunities of its citizens who object to vaccination and other medical treatment, since these are felt to be sin by some of them.

The Wyoming Constitution says in 97-1-007,  “No absolute, arbitrary power.  Absolute, arbitrary power over the lives, liberty and property of freemen exists nowhere in a republic, not even in the largest majority.” This bill would definitely fit into that category.  The governor, the state health officer, and the incident commander would possess authority over people, ranging from state militia to private volunteers to private citizens.  It also includes authority over “personnel and resources made available to him from any source.” (page 16 of the bill)

Page 16 of the bill also says, “...the governor may temporarily suspend any governmental regulation to the extent necessary to control the disaster and prevent further loss of life, destruction of property or destruction of the environment.”  The first one that comes to mind is the religious exemption to vaccination law.  What others could be suspended?

Call the Legislature Hotline at 777-VOTE if you live in Cheyenne, or 1-866-WYO-VOTE if you live outside Cheyenne, and after you give your name, county, and address, say, “VOTE NO ON SENATE FILE 67”.  Ask if they will tell that to all the state legislators for you.

the Legislative Service Office to please copy it and give it to all the
