Hello, this is Rhio with the Raw Energy

ITEM #1: I'm sorry to start off my
hotline today with a very depressing, yet extremely serious matter -- there will
be some good news to tell further on, but this first item is urgent and needs
your immediate attention and action.
The federal government has sent a mandate to
all the states to pass into law what is called the Model Emergency State Health
Powers Act. In the past there have been times when the federal government sends
mandates and the states adopt them in their entirety. Regarding the Model
Emergency State Health Powers Act, I'll call it MESHPA for short, it is
imperative that citizens get involved in modifying the language of this act
because it is a blatant and gross abridgement of our civil rights. We could also
question whether a law of this type is even needed at all, as states already
have extended powers during times of emergency.
Every state is now considering passing some
version of MESHPA expediently, so I repeat, please do not put this information
on the back burner. Find out about it in your state, attend the public hearings
or if there aren't any, ask for them, and get involved.
Under the guise of protecting the health,
safety and well being of citizens in the case of a "health emergency", which
health emergency is not spelled out, but left to the total discretion of the
state governors, the state would be empowered to obligate its citizens to submit
to medical examinations, including collection of specimens and DNA, to be
forcibly vaccinated, and quarantined if necessary. A person would be made to
comply under threat of arrest and loss of property. A person would not be exempt
even if they are healthy and have no history of exposure to disease. Citizens
who refuse to comply can be detained and charged with a crime. Police officers
will be placed under the authority of health department officials. Health care
professionals who refuse to provide forced medical examinations or vaccinations
can be charged with a crime and their license suspended. And to top it all,
there is a waiver of accountability clause which provides that we, the citizens,
are giving them, the perpetrators, a waiver of liability in case their forced
vaccination or other treatments result in bodily harm or death.
Under MESHPA there would be broad access to
patient medical records without patient consent for research related to
epidemics and infectious disease. This information would be available to unnamed
"appropriate federal agencies or authorities." There are no requirements that
the individually-identifiable data will be deleted, or not used or shared for
other purposes, once the public health emergency order is terminated.
Under MESHPA the state can assume control of
hospital and clinic operations, communication facilities, food distribution,
fuel supplies, and real estate.
Under MESHPA you would not have the right to
claim a religious or conscientious objection to vaccination.
I know the foregoing information is shocking
- but take a few deep, slow breaths - r e l a x - and each day focus with a
clear, unwavering and abiding certainty on an implementation of the MESHPA law
which is fair, democratic and allows for non compliance with vaccination
mandates through conscientious, religious or medical exemptions without
penalties of any kind.
Suggestions: Several ways to find out more
information on the Model Emergency State Health Powers Act - put those words
into a search engine: yahoo.com or googles.com and see what comes up.
Get in touch with your state assemblyperson
and state senator because they are dealing with this law. To get contact
information on your state assemblyperson or state senator, go to:
www.vote-smart.org
and on the second page that will automatically come up, on the left, put in your
zip code including the extended 4 digits. If you don't know what those
additional 4 digits are, just look a little below and you will see where to
click on a link to get those. Once you put the complete zip code in, it will
take you to a page which lists all your federal and state representatives,
including contact information, etc.
I was just on the phone with the Vote Smart
office and they say all the information is current, except for the states of
Oregon, New Jersey and Virginia. For those states the information will be
updated in about one week. In the meantime to get the names and contact
information of your state senator and assemblyperson in those states you could
call your County Election Office.
Contact the appropriate reps to inquire
about the progress of the MESHPA in your state. Ask your representatives about
public hearings. Try to get groups that oppose vaccination to speak at these
hearings. A few suggestions would be church groups such as the Seventh Day
Adventists, Muslims, Mormons, the Christian Scientists. Also, try to get
representatives from anti-vaccination groups to speak and give testimony (to
find these contacts, go to Articles section of this website, under Vaccination).
Some of these organizations could probably put you in contact with people in
your area who have had vaccine injured children or even lost a child due to
vaccination, and they might be willing to give testimony. Consider giving
testimony yourself, even if you are not versed in the pros and cons of
vaccination, just stating your honest feelings can be very powerful.
If no public hearing of MESHPA has been
planned, push to get one set up.
Remember, the US government, through the
National Childhood Vaccine Injury Act, pays out millions of dollars per year to
families of vaccine injured or dead children. Some groups say that these paid
claims represent only a small percentage of the injured.
Our children currently receive an
appalling 37 doses of 11 vaccines.
Over the last twenty years, autism in
children has increased by 3400%!!!
NEXT ITEM:
Now for some good news. I've been saying for awhile now that for anything to get
done about our fast eroding democracy, protections for the environment and
better quality of life for people, like clean air, clean water and natural non
GE food, it must be done from the bottom up. Because if we wait for changes from
the top down. . . well, I wouldn't want to wait that long. The following are
inspiring changes being effected in many communities by ordinary, garden variety
citizens, just like you and me.

party for sending me the following information, which I've checked out.
1) A group of 140 local
business owners in Boulder, Colorado, has sparked an intense examination of
corporations and democracy. The Community Vitality Act proposed by the Boulder
Independent Business Alliance (BIBA for short) would put a city-wide cap on the
number of chain businesses. BIBA director Jeff Milchen says the group is working
to demolish "the myth of the 'business interest'" by showing that independent,
local, small businesses are victims of corporate globalization. An initiative of
the national Reclaim Democracy! group, the Boulder coalition is only the first
of a growing network of BIBAs across America. The $1,000 attack ads launched
against BIBA confirm that, yes, the chain stores are running scared. For more

2) Nine Midwestern states,
representing 30 percent of America's agricultural income, now forbid large
corporations from owning farmland. In Nebraska and South Dakota, the corporate
ban is actually written into the state constitution. Activists are currently
working to add Pennsylvania to the list, and two townships have already barred
corporations from citizen soil. Says Thomas Linzey of the Community
Environmental Legal Defense Fund: "Municipal governments are desperately looking
for allies, because they are being swallowed [by corporate interests]." Contact:

3) The "Oregon Human Rights
Initiative" is an ongoing effort to require that civic and commercial businesses
in Oregon abide by the United Nations Universal Declaration of Human Rights
(signed into international law 51 years ago by virtually every nation except the
US). Under the initiative, failure to comply with these essential UN principles

4) In parts of the US,
"three strikes, you're out" legislation is used to lock up repeat felons and
throw away the key, (legislation which only serves to incarcerate and warehouse
increasing numbers of people for minor offenses). In 1998, the township of
Wayne, Pennsylvania, applied the three strikes, you're out idea to corporate
crime. (Now here it makes sense.) In Wayne, any corporation with three or more
regulatory violations within seven years is barred from setting up shop. The new
rules have already been put into practice, barring certain hog-farming

5) On April 25, 2000, the
council of Point Arena, a small community on California's north coast, voted
four-to-one to pass a Resolution on Corporate Personhood. "Democracy means
governance by the people. Only natural persons should be allowed to participate
in the democratic process," the resolution reads. "The city of Point Arena
agrees with Supreme Court Justice Hugo Black in his 1938 opinion in which he
stated, 'I do not believe the word 'person' in the 14th Amendment includes

6) On November 3, 1998,
citizens of the fiercely political university town of Arcata, California, cast
ballots on an initiative unique in US history. By a vote of 3,139 to 2,056,
Arcata's council was given a mandate to "ensure democratic control of all
corporations conducting business within the city." The next year, some 600
people attended two town-hall meetings to move the mandate forward. Up for
debate: "Can we have democracy when large corporations wield so much power and

7) Activists in Shasta Lake
City, California, are applying a "ten strikes" variation on the "three strike"
system. On November 4, residents will vote on whether or not to pull the
business licence of Knauf Fiberglass, known to have committed at least ten
regulatory infractions in the US. A vote of 50 percent or more will yank the
licence within ten days - though a legal challenge is already expected. Contact:
