ABSTRACT
- House adopts $15 billion initiative to
combat AIDS worldwide after conservatives
win requirement that at least one-third of
money promotes sexual abstinence before
marriage; vote is 375 to 41; proposal would
almost triple federal spending over five
years for fighting AIDS overseas,
particularly in Africa; it received surprise
endorsement from Pres Bush in his State of
Union speech; Senate officials say they will
consider similar proposal as early as next
week (M) The House adopted a $15 billion
initiative to combat AIDS worldwide today.
The vote was taken after conservatives won a
requirement that at least one-third of the
money promote sexual abstinence before
marriage.
The concession helped solidify support
for a measure for AIDS treatment, research
and education that is a priority of the Bush
administration, and it resulted in a strong
bipartisan vote in support of a social
measure in the usually polarized House. The
vote was 375 to 41.
