"Hong Kong Quarantines Complex to Control
Spread of Epidemic" Washington Post (www.washingtonpost.com)
(03/31/03) P. A2; Pomfret, John; Weiss, Rick
The Hong Kong Department of Health has
ordered a 10-day quarantine for the residents of a particular apartment
building, part of its attempt to control the spread of a virulent pneumonia
virus within the housing estate. The number of infections in Hong Kong went up
by 60 to 530 on March 30, and over half of the cases appeared within the housing
complex. The apartment complex outbreak of severe acute respiratory syndrome (SARS)
suggests that the disease could be spread through indirect contact. Hong Kong
officials want all those in close contact with SARS patients to go for checkups
and to stay away from school or work for 10 days after exposure.

"I know of no safe depository of the ultimate powers of the society but the people themselves, and if we think them not enlightened enough to exercise control with a wholesome discretion, the remedy is not to take it from them, but to inform their discretion by education."
