LEAD PARAGRAPH - The first drug that short-circuits asthma attacks before they start was approved by the Food and Drug Administration yesterday, opening up a new chapter in treatment of the disease.

The drug, called Xolair, is also the first produced by the biotechnology industry for asthma. In clinical trials, the drug cut the number of serious asthma attacks by more than a third and allowed some patients to reduce their use of other drugs.
