today passed a bill that would limit most
big class-action lawsuits to federal courts
and might make it easier for corporate
defendants to delay the progress of suits
that judges have already certified.
The vote sets up a potential showdown in
the Senate pitting industries that say they
have been unfairly hurt by class-action
suits, including H.M.O.'s and life insurers,
against trial lawyers and consumer groups,
who say the measure will allow corporate
defendants to shop for the most favorable
courts.
