On May 27, 2003 a public debate was held at
the CATO Institute in Washington, D.C. between George Annas, J.D., MPH, Boston
University, School of Public Health; Jonathan Turley, J.D., George Washington
University Law School; and Lawrence Gostin, J.D., Georgetown University Law
Center and Johns Hopkins University. This lively debate focused on the question
of whether the threat of bioterrorism post-9/11 justifies creating new state
police powers which give sweeping authority to public health officials and limit
or eliminate individual liberties.
Mr. Gostin is the architect of the Model
State Emergency Health Powers Act (MSEHPA), model state legislation allows
public health officials to use "all or any part of the organized militia" to
isolate, quarantine and force vaccination and medical treatment on American
citizens in states where a governor has called a "state of emergency" for 30
days or more. This model state legislation was commissioned by the Centers for
Disease Control (CDC) several years ago and was brought out after September 11,
2001 and introduced in more than half the states in the U.S.. NVIC and other
organizations concerned with health freedom and vaccine safety have opposed the
legislation in many states because it does not contain informed consent
provisions.
Mr. Annas, an internationally recognized
authority on human rights and informed consent was a featured speaker at NVIC's
Third International Public Conference on Vaccination held in November 2002. He
opposes forced vaccination and medical treatment. Mr. Turley, who is often seen
in debates on national television, is an authority on constitutional law. Both
Annas and Turley have vigorously opposed Gostin's plan to further militarize the
public health infrastructure in the U.S. in the name of protecting the public
health.
