LEAD PARAGRAPH - WITH voluntary smallpox vaccinations for health professionals due to begin in New York State by the end of the month, Westchester County health officials and medical experts remain divided about the program.

The Centers for Disease Control and Prevention in Atlanta has already shipped 8,000 doses of the smallpox vaccine to New York State as part of President Bush's nationwide program to immunize the health care workers who respond first to emergencies in anticipation of a bioterrorist attack. The federal government plans to vaccinate nearly 500,000 emergency health care workers.
