The Provider Access to Immunization Registry Securely (PAiRS) system supplies providers in private physician offices and local health departments with quick, secure internet access to immunization records. This system has 1.8 million records and 17 million immunization doses for children 0-18 years of age, and the data is updated bi-monthly.

PAiRS is a considered as a temporary demonstration site for the look and feel of North Carolina' new registry. Its primary purpose is to acclimate providers with the look and feel for the new registry system. It is a collaborative demonstration project of the following members of the North Carolina Healthcare Information and Communications Alliance (NCHICA): Quintiles Transnational, Interpath Communications, Madison Information Technologies, Inc., /n software,  BlueCross BlueShield of NC, EDS, Future Healthcare, Kaiser Permanente, Nash Health Care System, and NC Department of Health and Human Services.

The PAiRS program has been a very successful endeavor in North Carolina. It has received acknowledgement from two of the leading immunization organizations in the United States. In 1999, PAiRS received the Every Child By Two Corporate Involvement Award. Most recently, the program received the Excellence in Immunization Award from the National Partnership for Immunization - (August 1, 2002).

PAiRS contains data from the existing North Carolina Immunization Registry (NCIR) as well as data from BlueCross BlueShield of North Carolina and the former Kaiser Permanente of North Carolina. The system is a powerful tool with the ability to search and find the records providers need to ensure their patients are up-to-date on their immunizations. This database allows providers to search using name and date of birth, and it, in turn, will supply a list of closely-matching records. The data in PAiRS is not a complete picture of NC children’s immunization records, but it does contain a significant amount of information. Approximately 40 percent of NC two-year-olds have complete records in PAiRS, and it also includes shots administered at the sixth grade school visits.

What are the purposes of the PAiRS Project?

  • Demonstrate secure access to immunization registry by authorized individuals over the World Wide Web;

  • Understand issues related to:

    1. data quality

    2. data administration

    3. security implementation

    4. integration of private and public data

  • Enable NCHICA to point to a successful project between the public and private sector under the auspices of NCHICA. The project can be leveraged to deliver a full-fledged NCIR that will combine the registries of private institutions with the centrally managed State Registry.

  • To better understand providers’ registry-related needs, including both implementation and integration issues
