Congress that payments to people suffering

work on cold war-era atomic weapons projects
might again be delayed by budget shortfalls;
predicts program will run deficit of $101
million for fiscal 2003-2007, based on

to people suffering from cancer and other
illnesses as a result of work on cold
war-era atomic weapons projects might be
delayed by budget shortfalls.
Based on figures from the Congressional
Budget Office, the Radiation Exposure and
Compensation Act, or R.E.C.A., program is
expected to run a deficit of $101 million
for the 2003-2007 budget years, according to
the General Accounting Office, Congress's
investigative arm.
