Red Cross Promises To Improve Blood Safety

LEAD PARAGRAPH - The Red Cross is promising to improve its blood collection program to meet government safety standards, and it could face big fines if it fails to do so.

An agreement, announced on Friday by the Food and Drug Administration, was reached after government complaints for 17 years about procedures at the Red Cross, the nation's largest blood collector.
