| Bill Grants Governor
Quarantine Power HARTFORD, Conn., 3:13 p.m. EDT April
8, 2003 - A legislative committee is backing a bill that would give
the governor the ability to order the quarantine or vaccination of
large groups of people if there is a smallpox outbreak or another
health emergency.

The Public Health Committee passed the bill to the full House of Representatives for further action. According to the bill, the governor would have to consult with legislative leaders before declaring a public health emergency. Lawmakers would have the ability to override that declaration -- which was a cause for concern among some Republicans. Those who may be quarantined would have the right to an attorney and the right to appeal the quarantine.
