The World Health Organization (WHO) team
investigating the outbreak of a new pneumonia strain says it will probably be a
long while before the origin of severe acute respiratory syndrome (SARS) is
found. Several Asian nations are checking incoming air passengers for symptoms
of the disease, and U.S. health officials have been authorized to forcibly
quarantine those diagnosed with the disease. Over 2,660 people worldwide have
been confirmed or suspected to be infected with SARS, and at least 95 have
died. China has issued an apology for the lack of publicity on the initial
outbreak, and Chinese Vice Premier Wu Yi wants a national medical emergency
system established--mainly to get information to the public. The WHO team has
theorized that a co-infection could make SARS more virulent.

"I know of no safe depository of the ultimate powers of the society but the people themselves, and if we think them not enlightened enough to exercise control with a wholesome discretion, the remedy is not to take it from them, but to inform their discretion by education."
